When do I need a contract and when do I need a requisition? Which comes first?

In general, if your purchase requires a requisition, that will come first. However, if you are using a standard university contract template and have a valid Waiver of Competitive memo , the contract can be reviewed and routed for signature first by submitting it through the Procurement Contract Portal.
