Can discretionary funds be used to purchase goods or services?

Discretionary funds, those funds that are not budgeted to be used for some specific purpose, may be used to meet a broad range of university needs.

Expenditures of discretionary funds must be consistent with a number of general guidelines. Please refer to the Discretionary Trust Funds section in the University’s Spending Guidelines documentation for a complete discussion on use.
